You don't exactly say where you are. You wouldn't be able to do that now in the UK though. Police, Fire , Ambulance network and all the Armed Forces have now been all moved up to the UHF and Microwave bands. Also the sensitive and specialised channels are now scrambled as well.

yea their is i used to do it just type listen to police radio on google and their will be sites on their that will allow you to do this
